The ult is strong as it is. It's a TON of damage if you can hit most of its projectiles, and it's got a really low cooldown. Lucian is like a slightly different version of MF - slightly weaker laning phase but equipped with a gap-closer / escape tool. Plus, his damage in teamfights is more single-target oriented than completely AoE, meaning that he can actually shred tanks once he gets his Last Whisper.

it's a 2k nuke with 850% bonus AD scaling at a larger range than mystic shot
people think you're supposed to hit the squishies with it but what it's really good at is decimating the enemy front line
you can also just use it while sieging a turret because it's got like a 30 second cooldown with max CDR and a 50 second cooldown with no CDR
idk i think lucian's underrated in general but he's actually pretty strong

People need to realize that the whole point of it is that it has such a long range that you can ue the entire thing while taking NO retaliation whatsoever. You can attack enemies with it while RUNNING AWAY FROM THEM. It's free damage. Auto-attacks might do more damage ( or maybe they don't idk i haven't played him ) but auto-attacks require you to be in your enemy's range too.
