In general, getting damage before crit or attack speed is ideal on pretty much all ADCs. Back before BoRK, the only ADCs who could build early AS were those with good AD steroids, and even they only built an early Zeal before getting some damage. (I'm thinking S2 Vayne here, for instance.)
If you start with a crit item, you'll not have as much AD or HP as people who start Doran's, which they'll probably abuse against you in lane. The crit item does nothing unless you actually crit, and at 8% you have to land 9 attacks before you're more likely than not to have at least a single crit. Over those 9 attacks, 10 AD is probably more damage than a single crit.
{EDIT} This isn't even counting the lost damage on your abilities themselves, which you'll have to use if you plan to use Lucian's passive. {/EDIT}
Also, your math is somewhat off. At 8% crit, Lightslinger double shots give you a 1 - (1 - .08)^2 = 15.36% chance to crit at least once; at 15% crit it gives a 1 - (1 - .15%)^2 = 27.75% chance.
I think you'll find normal ADC builds more consistent on Lucian.

Meh it's the only thing that has a special synergy with Crit chance and it's not even that good... It really isn't lol. Getting AD will make you deal more damage. Period. On your spells, on your regular attacks and even on your double attacks lol.


Oh, feel the need to clarify: Only really brought this up because of the semi-common habit of people getting
Brawler's Gloves starts on
Gangplank. Personally I normally went with a different start which provides wards, though since adc's dont get wards, and
Lucian had a higher than normal chance to crit... yeah, that's where I drew the conclusion xD

Well... it's hard for CDR to be of more use as it is already, but Lucian's Ulti scaling with AS kinda buries the idea right from the get go.
Lucian is really a weird champion.. he has great synergy with items but at the same time a lot of anti-synergy :|. For example building Crit is good for passive but sucks for Q, W and Ult (that's almost 4 entire seconds of doing damage that can't crit). On-hit is good for his passive but sucks because you need to use spells to make use of his passive and simply NOT using spells at all would let you autoattack more often and thus use your on-hit effects more often. Also his ult doesn't apply on-hit.
His ult scales way harder with AD than with AS though. From what I've seen and heard he should be built much like Ezreal (no, not blue ezreal). Heavy AD oriented and preferably a kite build.
