Because you want both buffs and if you level 2 gank, the other jungler takes the buff you didnt start at and gets a MASSIVE lead + refreshed buff duration.

I still do them with fast clearers like 
Nunu & Willump if I manage to steal their buffs quickly enough.

In addition to what was mentioned above, I should reiterate that you can hit level 3 way, WAY faster after the latest batch of jungle changes. When you can kill both buffs and hit 3 SIGNIFICANTLY before any of your laners, level 2 ganks make no sense in the vast majority of situations.
You'd rather secure your two buffs first, else the enemy jungler can just counterjungle and put you behind by TWO levels.
