Because if I have a guide for a champion with 70% rating, I can instantly downvote any guide for that champion which comes out to prevent any guide ever overtaking mine, without having to deal with revenge downvotes.
If they have C2V, I'll get revenge downvoted a LOT if I downvote every guide. The only time I'll be able to downvote safely is after the first 20 votes, at which point my vote won't influence it as hugely as if it were the guide's 8th vote.

The first few votes have a lot of influence on the outcome of a guide. For example, if a guy gets 3 downvotes, it is already down to 35%, and not a lot of people would even consider the guide unless some other people take a serious look at it for some strange reason. While if the opposite occurs and a guy already has 3 upvotes and a score of 65%, so many people already will just upvote because of the score it already has.
The system snowballs the way it is right now, and C2V can reduce the influence of unrighteous votes. If there is an alternative way of reducing the snowballing effect of the guide ratings, then I think C2V can be removed.
