It should be in the game. It would've been kind of frustrating to climb, because I dropped from Gold to Silver (when we got to season 3).
Well if a player deserves it, he gets it.
For example my Bronze smurf is almost silver 1, and since I played from Bronze 5 to Bronze 1 (fixing MMR gg) I managed to skip divisions in Silver.
And some people might be good, but their MMR is just not high enough, while they do not need a high amount of wins until their promotion so there is no time to get an overly high mmr

It should never be done because some player deserves it, if he "deserves" it he can also play through, not to mention that the system is way below perfect in terms of decision making.
But the skipping is simply a needed factor, precisely because it's imperfect.
Imagine:
You didn't play ranked in S2 and now you've done fairly well on your placement machtes in S3, but can't be placed high enough since you didn't have a good (any) qualification from last season, but you'll start with a high MMR.
And now you play in Silver tier with a Gold tier MMR, meaning that the system rates you way higher than the average Joe you're playing against, meaning that you'll gain less points by winning/lose more points by losing than somebody who has Silver tier MMR.
Therefore you skip divisions in order to catch up with your actual MMR not to get frustrated normally playing your way to it.

If you win a lot and are way over your current tier, then why not speed the process
by skipping a tier that you would more likely pass anyways.
If you get promoted, but can't deal with it, you will simply just fall to the earlier tier.
