It's either going to make no difference or be super annoying. They made this change because of the misconception that Talon's late-game burst should be E W AA Q, as opposed to E AA Q W R. The reason the latter is the most effective is because Q hits harder than W so you want that to hit more than you want W to hit. And as if that isn't enough, W CAN still hit enemies if they Flash away after you use Q ( by which time the silence has ended, so they can ).
The reason people wanted this change was because it lets you use W before AA Q, as you won't be inside them and miss immediately if they move in any direction other than the direction you casted it in, which lets you make use of mercy. So you risk enemies flashing away from your
Noxian Diplomacy for a chance to get that staggering extra 100 damage from your passive! As if 2.5k damage in 0.6 seconds isn't enough.
When you try to do E AA Q on an ult'ing Master Yi, you land AA but Q misses because the Master Yi has already moved out of your auto-attack range. I haven't seen the change yet, but if they placed him far back enough, anyone can now move out of his Q range just by walking away. This forces you to cast W first to slow them and leave them in range of AA Q, but wasting time casting W wastes the time they're silenced, and by the time you're casting Q they can already flash away.
MAYBE I'm wrong and you do have enough time to cast E W AA Q before the silence ends, and this is a minor buff. But I doubt it, because starting off your burst with W makes it easy to dodge anyway, and mercy honestly isn't that good anyway.
tl;dr, either a really annoying change or completely irrelevant. SMALL chance of it being a SMALL buff.

Ok nvm, this change wasn't as bad as I thought. It's still stupid to use E W AA Q because you 100% always miss the second cast if they decide to run away, but it places you so much further behind them that you can get like 3 more auto-attacks off before they get out of your range, unless you get into tower range before that and have to back off.
It's slightly harder to use now because depending on where you cast it, you can make it harder or easier to stick to your enemy, but they basically made it a bigger gap closer, making it harder to get away from you.
Definitely a buff. The only con I can think of is that it increases the chances of accidentally E'ing into enemy tower range, but that's just stupidity rather than a problem with the spell itself. Also it's more effective as an escape now. :DDDDDD

Good start to season 4. Fun game, I basically snowballed bot lane and my own lane by ganking bot at level 6. Top lost but I got a shut down on Kha'Zix later on after he dived Renekton while I was on my way to gank, and Zed got stomped in lane because I fb'd him and then picked up a double kill on bot lane directly after.

I kept getting counter-ganked and counter-jungled by Elise so I got really behind, and Rammus kept DC'ing while Syndra also ragequit because we wouldn't surrender ( and we were in the middle of a comeback too ), so even though we caught up a little bit on kills, it didn't matter as we were 4v5 and at some points 3v5.

Sigh, we had a massive lead this game, then Trist recalled, Gragas got caught while she was buying, they started baroning and Jarvan immediately engaged 1v5 instead of going to destroy their open inhibitor like I'd told them to do. And they got a massive lead off of that so we lost... Along with all the other times my team got caught.
