Distortion isn't underrated, its just all but two of the boots upgrades are completely worthless, and aren't mentioned. But I get distortion quite a bit now because 30% of my ranked games just don't end and I'm not losing badly enough to get Homeguard.

Although i suppose at late game, cost efficiency doesn't quite matter too much. I think the better question to ask is, Is enchantment: alacrity better or worse than just having a zephyr?
Is Enchantment: Furor at all worth it for an ADC, if you're having trouble kiting bruisers like a Randuin's Omen mundo? I don't ADC enough, or well enough to know whether it's good
