I was bored so I spent five minutes making this, sue me.
I'm taking into account both solo queue and competitive play as well as how risky/situational a pick is. In other words some of the tier 2 picks are situationally stronger than tier 1s and so on.
Tier 1 (Great):
Sivir, Caitlyn, Lucian
Tier 2 (Good): Draven, Ezreal, Vayne, Jinx, Varus
Tier 3 (Meh): Graves, Tristana, Ashe, Twitch, Kog'Maw, Miss Fortune
Tier 4 (Poo): Urgot, Corki, Quinn
Please commence flaming.

I'm just wondering. Does their position from left to right matter?
Yes, it's supposed to be in rough order of strength from left to right. Some of the exact placements are fairly arbitrary or subjective though. In general you could consider any champions in the same tier to be on a close to equal level.

Doesn't jinx stands as an exception to this? just because she does so much damage? Her Q maxed is like 1.5
She already is an exception, she's by far the highest champion on the list without mobility/self-peel. Whilst her passive gives her tons of mobility it's unfortunately very unreliable for kiting because it requires you to actually kill a dude first, in which case you most likely no longer need to kite and would use it for chasing instead.
Iunno it's just my opinion that Jinx - whilst really good - is pretty damn overrated.
I feel like that's not really the case. Although just about everything in her kit is undeniably OP, her complete lack of mobility and general inability to defend herself without help is such a huge weakness in this metagame that can lead to her getting bullied and shut out of a game.

The last nerf was a long time ago, and was immediately preceded by several buffs in a row. She's just so incredibly safe right now, having a strong early game with zero bad matchups whilst scaling well into late game. Bot lane is very reliant on shoving into the enemy tower repeatedly at the moment which Caitlyn is king at. Additionally she's a strong counter to Sivir in lane, which is incredibly valuable in itself.
I think Tristana is a bit lower because her early-game isn't the best, and gets bullied by the adcs who are really strong early right now ( Lucian, Jinx, Caitlyn)

Also worth bearing in mind that tier lists by their very nature are incredibly fleeting and subjective, and with ADC especially there's not actually that much power difference between each tier. Putting Trist in the middle of tier 3 doesn't mean I think she's not viable or that she couldn't become great in the future.
(IMO btw I don't actually know why she's that low on the tier list.)
