He's referring to the Doran's Shield nerf weakening Thresh and Leona and the support item buffs/changes. The Lich Bane nerf is on PBE.

Spellthief left thrash tier, although in all fairness she was still pretty playable before these changes (doran's shield nerf + spellthief buff). I mean, I did a ranked game where I had won 2600 Gold with Frost Queen's claim that lasted 46 minutes, sold the item at around 35
