Sadly, both enchantments are inferior to Distortion and Homeguard.

Impact of this change:
Ganks are not as effective. The 5 secs mean you lose 100 movement total when chasing. If the enemy has a ranged ability, they can extend the 5 secs, making you lose more than 100 movement.
You can't catch the enemy, you just keep on running after them at the same speed.
So either it's a pounce and instant kill, or it's not a kill at all.
If the enemy uses
Flash or any kind of slow, just turn around and go do something else, cause now there's no way you're going to make the gank work.
Escaping from fights have become harder. Infinitely harder.
Champions with untargetted gap closers, such as
Nidalee and
Riven can chase and kill without too much trouble.
Champions with ranged abilities can just keep on poking, keeping the boots on CD and kill you ever so slowly while you try to run.
I'm still pairing them with Triforce, to get the massive out of combat movement, but where I used to jump in, do dmg and escape, I'm now forced to jump in, do massive dmg and kill as many people before I die. Because escaping isn't possible anymore.

Mobi boots are still OK really. They're dirt cheap now and give a huge amount of movement speed outside combat which is great for ganking junglers and supports. The ability to create picks with the extra movement speed is still existent which is all that matters really.
If you cant gapclose onto someone in order to gank, you're probably Shyvana or Mundo in this meta.
