Yes, however they removed all the AD scaling her ult had previously, which was physical damage and therefore applied the 35% armour pen from Last Whisper. The new higher damage on 
Impure Shots is magical and doesn't benefit from penetration, which means that in theory her overall lategame ult damage didn't really change much. I haven't bothered to math it out or anything but I really don't think it's an improvement to the ult - unless perhaps you're able to use the ultimate to stack W on a lot of people and then follow it up with autoattacks on the fully-stacked targets, or vice versa using autoattacks to stack it up for your ultimate. Come to think of it I guess that is overall an improvement, at least situationally.

From what I've heard Feral Flare plus the buffs to AS quints has made several autoattack carry type junglers incredibly powerful. I was seeing multiple bans/picks on Yi and Xin in several different streams today.

Also not sure what Zilean has over other tier 3 supports for him to be ranked like I'm pretty sure some other weired support(which is my especiality J4,Xin Zhao,Nautilus and even the epic almight Support Jungle Talon) can work better than him altough it maight be the fact 99999 out 10 zileans suck major **** with his ults

Yeah but her late game is still bad due to the inherent problems with her kit - lack of mobility, no ranged options, complete reliance on her ult. Her ult damage is pretty much unchanged (it's higher but now a lot of it is magic damage which doesn't benefit from Last Whisper), her autos deal quite a bit more lategame, but it doesn't make up for how much they nerfed her laning. Her Q is pretty worthless now and she loses lane to a lot of picks. Those are my impressions based on a couple of games with her anyway, I could be proven wrong.
The changes made to Impure shots having the Magic damage scale off AD is what improves her ultimate. The ultimate stacks impure shots now. But yes, late game your ult does less damage than your Q.
