I think everyone's making too big of a deal with Curse Voice, including you. Most of the people complaining about it have never used it and just assume it does magic and makes you win games with a glance at the minimap. GMD doesn't use it and he assumed you could see an enemy's ult CD, which is incorrect, and a lot of other people probably may think something like that also.
I've used it once or twice but it doesn't save me any time nor does it win me any games magically.

It's not a big deal imo, but it is a small deal. I'm mostly worried about what programs people might start using next if Riot don't set a precedent.

^agreed. It only saves you from some annoying things like having to caculate when drake and baron spawn istead of just having a timer. Assuming you wrote the time when they spawn in chat, then there isn't any difference except that you don't have to scroll up for 7 hours to see it. Pretty much the same goes for your allies ult timers.

It is not a HUGE advantage yes, but it is advantage, and computer calculated timers will always be more accurate than human calculated timers.
That is what I see that Riot might be worried about. Obligating people who want to play competitively to use a 3rd party app. They also need to decide if they consider these things part of the skill of the game or if it should just be automatically told to you. That's the two things I see to consider in "to ban or not to ban."

This is 100% the issue. Something like this is fine to allow, and it's probably easy agree to stop obvious cheating (like Cass scripts), but what do you do for all the grey area in between? It's just much easier to ban 3rd party apps in the first place than go into endless debates about what should and shouldn't be allowed.
The same logic being used to justify timing allied cooldowns can be applied to showing enemy cooldowns. I mean it only takes <7 seconds to time that tf/noc/shen/pant cd, right?

Nope. There's a difference between noticing enemy items + knowing their cooldowns and being able to ask your teammates for their CDs.
