Well as jimmy said, vel'koz as a beginner champ ... not really agree.
He's not that hard, but very skill shot dependant and his lack of mobility require a good positionning in fights.
Imo my beginner top would be
Jungle : Xin Zhao : **** ton of sustain, easy jungle, tanky, no skill shots, strong early
Mid : Would say Veigar or Morgana : CC, Sustain, veigar force you to take last hits
Top : Garen, totally agree
Adc : Tristana : Safe adc, no skill shots, goes well into late game
Sup : Raka for obvious reason

I don't think Vel Koz is good first champion but as far as learning skill shots I think he's a good one because they are easy to land and you can play around with it to hit shots you wouldn't normally be able to hit just by thinking outside of the box so you can get the basics down. Also he is squishy and it teaches you to play super safe.

Yeah, also not sure about the Orianna one myself either, but Leona is quite straightforward, though the idea behind Soraka might be easier to pick up.
My list would probably be something like:
Top - Renekton
Jungle - Warwick/ Nocturne
Mid - Annie
ADC - Caitlyn
Support - Soraka
The jungle one is actually quite hard for me to call. When I began, I used champions that were a bit more friendly for when I was learning jungle paths. I learnt proper jungle paths with Warwick, which is why I have him listed. But I didn't fully flourish with jungle until I played Nocturne. I was tempted to suggest Nunu & Willump for jungle clear alone, but I think I would suggest Nocturne for beginners.
