I'm not 100% on par with the competitive scene. What I can tell you is that regardless what you master, if you're good you can climb. However, my biggest advice to any new player is to know the roster so they know what they're facing and what options they have. Like, literally try all champions and take your time to read a good guide for them so you learn more and more about the game.
On those champs specifically, I know Akali, Eve and Leblanc are pretty popular (the latter more than akali if I'm not mistaken). Annie, Zyra, Teemo Ahri, Soraka and Fiora can be pretty strong. Kennen and Nunu have been top picks in the past but fallen off due to nerfs and gamechanges (pacing, items, meta). Veigar is kinda meh, a one trick pony.
@Janitsu: From what I've seen, read and heard,
Fiora isn't as flat chested as people think. This from Diamond players.

Hope that helped ^.^
Samboosa?
In all honesty, if you master any champion in the game, they can own. Yes, you have counters, synergies, and the whole works, but, every champion in the game is much stronger then people may make them out to be.
That being said, it might be best to simply try out each of those champs, and see which one you like the best. If I were to suggest a starter, it would be
Annie, being, by far, the easiest champ to play on that list. On the other hand, even though they are somewhat difficult to play, a good
Akali or
Fiora will absolutely dominate a game, and become so strong that they win the game single handedly.

Thank You Emoriam!
Actually when I started playing league and my first champion was
Talon.. well.
There really isn't a clear line to "which champions are useful" but most of them provides the team with immense power if played right. Some starter champions like
Garen
Master Yi are the most basic ones, since there is not many ways to how to play them. Look through the champions list, look at their abilities, see which set of skills intrigues you and just play them.
Try to play many champions and fit them into roster and not just limit to one, but make sure you're good at something before that. When you look at the competitive scene, you will realise there really is a limited champion pool which teams play, and from your list
LeBlanc,
Annie and
Zyra are quite popular in the scene nowadays.
Have fun in your games.
