Akali snowballs but is hard to play
Evelynn is a decent jungler who scales well and works well
Annie is still at least a decent burst champion at mid and can be played as a support
Fiora is getting a kit rework but atm she is weak
Ahri is decent
Nunu & Willump doesn't do anything else but counterjungling well
Kennen is a counter for some top champions
LeBlanc is currently considered one of the best mages in the game
Soraka's solo lane strength got nerfed recently
Teemo is actually pretty good top counter/splitpusher
Veigar is a burst who kills one guy in a teamfight
Zyra is a good support

I'm not 100% on par with the competitive scene. What I can tell you is that regardless what you master, if you're good you can climb. However, my biggest advice to any new player is to know the roster so they know what they're facing and what options they have. Like, literally try all champions and take your time to read a good guide for them so you learn more and more about the game.
On those champs specifically, I know Akali, Eve and Leblanc are pretty popular (the latter more than akali if I'm not mistaken). Annie, Zyra, Teemo Ahri, Soraka and Fiora can be pretty strong. Kennen and Nunu have been top picks in the past but fallen off due to nerfs and gamechanges (pacing, items, meta). Veigar is kinda meh, a one trick pony.
@Janitsu: From what I've seen, read and heard, Fiora isn't as flat chested as people think. This from Diamond players.

Thank you Byron for 2014's loudest laugh up till today
Akali is pretty difficult to understand when you try to play her, but when you get used to her and have a complete knowledge on how she should be played, you can definitely carry the game. (MID LANE)
Evelynn is pretty good once you learn how to play her. Her stealth is what makes her really power and a really good jungler. (JUNGLE)
Annie is the one of the most powerful mid lane champions and also one of the simplest and easiest to use. Definitely can carry the game! (MID LANE)
Fiora is easy to use, but you have to play smart to get the full potential of this champion. Can carry the game easily. (TOP LANE)
Ahri Im not really good with this champion unfortunately, but from what I've seen from other players, she's a beast. I don't really know if she can carry the game or not, but I do know that she's worth learning and playing. (MID LANE)
Nunu & Willump Easy to understand and play. I'm still practicing with this champion as a support. Don't think he can carry the game, but he can put on a lot of damage and help his team. (SUPPORT/JUNGLE)
Kennen Never played this champ, and also didn't see someone carry his team by playing this champion. (MID LANE/TOP LANE)
LeBlanc very difficult to play. Once understood and practiced, she can carry her team 1000% (MID LANE)
Soraka one of the best supports in the game, definitely should learn her. (SUPPORT)
Hope that helped ^.^

Samboosa?
In all honesty, if you master any champion in the game, they can own. Yes, you have counters, synergies, and the whole works, but, every champion in the game is much stronger then people may make them out to be.
That being said, it might be best to simply try out each of those champs, and see which one you like the best. If I were to suggest a starter, it would be Annie, being, by far, the easiest champ to play on that list. On the other hand, even though they are somewhat difficult to play, a good Akali or Fiora will absolutely dominate a game, and become so strong that they win the game single handedly.

Thank you Toshabi for the advice!
Actually when I started playing league and my first champion was Talon.. well.
There really isn't a clear line to "which champions are useful" but most of them provides the team with immense power if played right. Some starter champions like Garen Master Yi are the most basic ones, since there is not many ways to how to play them. Look through the champions list, look at their abilities, see which set of skills intrigues you and just play them.
Try to play many champions and fit them into roster and not just limit to one, but make sure you're good at something before that. When you look at the competitive scene, you will realise there really is a limited champion pool which teams play, and from your list LeBlanc, Annie and Zyra are quite popular in the scene nowadays.
Have fun in your games.
