Also, I personally would erase the dots from the border, as it'll make it look a little cleaner, but maybe that's just me ^_^

If i remember correctly it is part of a fractal pack. 4-12 is the image I believe.

I actually used a pattern overlay they are really easy to make, just look up a video, i think i made the dots on a 12x12 canvas then you just save as pattern overlay if i remember correctly. Then i just erase the dots where i dont want them :)
Wait, did you mean the black dots? Or the circular stars? The stars were a fractal and you set it to Lighten.
