When the game begins push as hard as you can while still getting all the last hits and get level 2 before the enemy team. Then go all-in and win them while they are still level 1.
But basically if you have good ward coverage you should be able to push but then again there is no reason to push if you do not achieve anything. This means that you usually push bottom to deny enemy's farm or to push down the turret. Otherwise I'd just try to freeze the lane.

Another time to start pushing is when the enemy is attempting to freeze the lane or has done so already. Pushing your minion wave to his tower will result in the next wave being somewhere around the middle again.
Freeze in front of your own turret, it offers the most safety and keeps creeps from being hit by the turret. The only thing you need to watch for is to keep your nearest bush warded because easy plays can happen from that position.
If you are aware that their jungler will likely not come to gank you, push to turret because it forces missed CS and creates pressure to hold it, meaning a potential turret dive if they to hold while low.
These strategies also highly depend on the composition of both teams. Being caught under turret from a Caitlyn or Jinx is not good for your health because of their range for hitting you under turret. On the other hand, pushing is never a good idea against a Vayne or Ashe because it gives them so much time to chase you down for the kill.

Pushing creates a minion advantage and allows you to more easily win trades and harass freely. It also makes it more difficult for enemies to last-hit under tower or engage on you. You can also get damage on the tower early in the laning phase if that's your goal.
Freezing protects you against most ganks (except tower dives) and prevents the enemy from zoning you from minion gold and experience. It also allows you to zone your enemies from the minion wave if you are stronger than them. You generally want to push the wave slightly to keep it off of your tower if the enemies are pushing. If you are trying to zone, tank the minion wave before it hits the tower and then reset it on your next minion wave to keep the minions pushing towards you.
Pushing is about getting favorable trades, setting up skillshots, getting harass down, damaging the tower and drawing the enemy jungler to your lane. Freezing is about getting safe farm when you are behind, denying xp and gold from enemies when you are ahead, and avoiding jungle ganks. They are both useful techniques but you have to pick the right time to use each strategy.

So is the solution to just shove at all times and try to out cs? I try to freeze lane closer to my turret, but then the support hides in the bush and then i probably get cc'd. The one minute wards aren't long eough to help me cs safely!
Thanks in advance
