Possibly, I don't know what their corporate structure is. For the balance side it's not a question of resources, it's just finding the right solution. I think what you're talking about is most applicable to bugfixes, so I guess you could say fire whatever this department is and hire more programmers.
Doombots are a piece of cake to beat via backdooring. It's like, Riot could've made this hard if they programmed bots to react to such tactics.
