Chandra, the Pyromaster
(450 AA range)
Outrage (passive): After casting 3 spells, Chandra's next Offensive Spell will generate splash damage on-hit, dealing 25/40/55 +0.2AP AoE damage (half damage to minions) and deal 2% of the target's current HP in magic damage for 3 seconds.
Char (cost 50, range 700): Chandra hurls a fireball at target location, dealing 80/120/160/200/240 (+0,5AP) to the first target hit. If Chandra hits terrain instead, the location is marked for 2 seconds, and she may reactivate this ability to teleport to the marked location (Cooldown 24/20/16/12/8).
Wall of Flames (cost 100, range 800): Chandra burns the floor around her location, dealing 70/110/150/190/230 (+0.3AP) on initial eruption. The location remains burning for 3 seconds, dealing 10/15/25/35/45 (+0.1AP) damage per second to enemy units inside the circle, healing Chandra for 20/35/50/65/80 (+0.3AP) per second and she giving her a 15% damage reduction from enemy units afflicted by Outrage.
Flame Fist (cost 20, CD 8/7/6/5/4) Chandra's next auto-attack has 300 increased range and deals an extra 40/60/80/100/120 (+0.8AP) magic damage. If the target hit was afflicted by Outrage, they are slowed by 40%/50%/60%/70%/80%
RIIISE OF THE PHOENIIIX (aka THE CONCHITA) (cost 100/150/200): Chandra summons a phoenix and sends it flying to target location, fearing all enemy units it passes. After a short delay, targetted location explodes, dealing 200/250/300 (+0.3AP) to all enemy units in the area.
I'm terrible with numbers and CDs and whatnot. And I'm sure there's something broken about a champion that can trigger multiple AoE splashes with other AoE spells.
In lane, you basically harass with E, sustain with W and if you get empowered E on a target, Q to their side and cast W. She doesn't have a lot of cc, so she's pretty susceptible to your usual midlane assassins, notably Fizz, Diana and Zed.

Plus her release skin would be "Freakshow Chandra", where she fills the Bearded Woman role

Lore: Became a doctor to cause wounds legally. Lost doctorate after taking out an entire human skeleton while the patient was somehow left alive.

[W] Medicine: Medic's needles apply 8/9/10/11/12 (+1.5 for every 100 AP) magic damage, and receives 3/4/5/6/7 (+1 for every 100 AP) health for every needle on hit.
[E] Spinal Tap: Medic uses his Uber-Saw to tap into the life-force of his victim, acquiring 10/12/14/16/18% (+8% AP) Ubercharge. (Range: 150, targeted attack) (CD: 16/13/10/7/4)
[R] Ubercharge: [4 Ranks, similar to Karma] Medic uses 100% ubercharge, making his target invulnerable for 1 seconds. Upon upgrading, Medic has the option of altering his Medi-Gun.
[Upgrade Q] Quick Fix: Medic uses 100% Ubercharge, making his patient gain 5x the heal for 6/7/8 seconds. Ubercharge gain on [Q] increased to 1.3 per second, heal increased by 5% of patients health.
