Exhaust is great because it means A) People can't punish your weak early game B) it makes hitting skittles so much easier if you're in the middle of a fight, when you cannot rely on your wall C) it allows you to be in the middle of the fight without dying instantly.
Surely that's more dependant on your playstyle? if you're confident in reading your opponent and landing skillshots, then it's not really required, more of a luxury. I would be tempted to take it if my team composition did not let itself to slows/stuns/knock-up/roots. I guess it's part of the reason that Karthus' pick rate is so low, but i feel that the benefit of teleport is far greater than exhaust, and a lot of people would agree :P
i would've thought if you're using wall of pain properly, it wouldnt be needed? it will be highly dependant on your playstyle too. Lolking seems to back me up on summoner spell pick percentages. flash>teleport>ignite>exhaust.
I would be tempted to say exhaust is stronger than ignite simply because requiem will be your main tool for finishing a fleeing opponent. The practically is exhaust is greater in that you can escape a gank easily if your flash is on CD. Obviously the plus to exhaust is that it makes your skill shots almost certain to land, but i think it loses potency in teamfights if not used correctly. Teleport is more friendly to roaming, making mistakes and quick purchases if needed.

I would also suggest to encourage people to ult(or to "ks" with any other skill on any other champion) when there is the slightest chance that the enemmy might get away instead of your "don't ks" advice.
