These days I think it's a very very situational pick, but it can work in some situations. Against most bruisers he will lose during lane phase and get outscaled but he can very well be played into some tanks since you can just get an early Tiamat and shove them in and utilize your great roaming potential.

Conqueror absolutely can work on Jarvan IV, but for the most part I've always liked to take Grasp of the Undying on him in top lane since you can actually utilize it during lane phase. Proccing Conqueror might be tricky on occasions especially in certain matchups, and taking Grasp of the Undying enhances Jarvan IV's already strong early trading and makes it even better. Resolve tree offers a lot of other good stuff for his laning as well ( Shield Bash, Bone Plating, Revitalize so it just makes sense to me to take Resolve as primary]] on him.

The page you described though should work fine. People often overvalue Legend: Alacrity and undervalue Legend: Tenacity, so I would most of the time probably take the Tenacity one unless the enemy team really lacks CC.
