He hard outscales you. In lane, he isn't much of a problem until level 6. Then he does become a problem. Play around his cooldowns to find success. And his ultimate has low cooldown by the way. Preferred rune: Electrocute

Ideal

His ultimate traps enemies in an area into a circle they can't escape. This allows Viktor to press R and murder the entire enemy team with one button. Essentially, Viktor can place everything with much less risk, and with Liandry's, the damage should be enough to zap the whole team.
