He's a terrible botlaner. Just don't be 0-3 by 10 minutes and its essentially a free lane.
Ashe
Ashe's arrow is the only frightening thing about her kit. You out DPS her (even in the early game), you out poke her from Calibrum, and you can slow her right back with Gravitum. Not a terrible matchup.
Caitlyn
She can easily get kills on you early and make life miserable. If you get to 0-2 at 10 minutes, you're pretty screwed.
Draven
Good Dravens would be a 5, but on average, Draven falls off too quickly to be too big of a threat. Mark JG for assistance and make Draven irrelevant.
Ezreal
Not the worst matchup. Just farm up and let him push to tower. Your trade patterns are also stronger than Ezreal's.
Heimerdinger
Get hit by one of his stuns and say goodnight. Especially with your lack of mobility, you're bound to get hit by something. Once you do, your entire healthbar just shrinks.
Jhin
Outpokes you and Scales decently well until very late. Jhins can get ahead and demolish if you aren't careful
Jinx
Jinx has similar scaling to Aphelios but her Early game is substantially worse. Jinx is one of the only matchups where you can play hyper-aggressive against.
Kai'Sa
Has an extremely weak early game, but then scales worse than you. She's only more powerful than you at 2 items. Otherwise, you can dominate.
Kalista
You give her one kill, you basically can't play the game for the first 20 minutes. However, you easily outscale her.
Kog'Maw
Target the Enchanter support helping him and kill him. He needs 3-4 items to even come online and you can kill him many times before he reaches that point.
Lucian
If you see someone pick Lucian before you. Switch off of Aphelios. Lucian's lane dominance over hyperscaling picks is ridiculous.
Miss Fortune
Harasses you early and has amazing teamfight potential. Dangerous pick to go against.
Samira
Is significantly stronger than you especially at lvl 6. You need good peal to win against Samira.
Senna
She's just not that great of an ADC overall. Her poke is annoying, but its not a hinderance to you scaling well.
Sivir
Her Boomerang/Pizza Boxes hurt and she has good all in with her ult. The spellshield doesn't make the matchup any easier.
Swain
My favorite ban honestly. His early oppressive laning obliterates you and his burst is unparalleled.
Tristana
She jumps on you and stacks her bomb. Hence, it does a lot of damage. She also scales well too and she can easily take you out 1v1.
Twitch
His early game is super weak and you can abuse him. You can easily 100-0 burst him late game. I never have too much problem with Twitches.
Veigar
Will beat you level 6 and on and can easily take you out in a teamfight. All the scaling you would have is basically worthless if you get hit by veigar cage.
Varus
His trade patterns are bad. You need good engage to beat him.
Vayne
Scales slightly worse for you but has a much weaker early/mid game. Get ahead in the early/mid and you can carry into the late.
Yasuo
You out trade Yas in almost every situation. Also, fun fact, since your severum auto isn't a projectile, it goes through Yasuo Windwall.
Zeri
Get good vision and be aware of when she can jump across a wall to kill you. In all, a net neutral matchup.
Ziggs
Has higher burst but lacks the traditional "consistant damage" that traditional ADCs have. Still, a tough matchup because of how busted APCs are in current meta.
Ahri
Aphelios doesn't lack in the damage department so Ahri's extra burst doesn't help. There are champs with better cc.
Alistar
Good CC+Peel. You have a pretty safe laning phase with good engage/disengage.
Amumu
Just pick Nautilus at this point. He's fine, but you can easily pick better supports.
Bard
Bard's Roam heavy playstyle makes a champion, who is already susceptible to ganks and getting caught out, get caught out and ganked even more. Aphelios never gets to properly scale with a Bard.
Brand
You get good poke, yes, but it doesn't help Aphelios at all past 15 minutes. Aphelios is heavily damage oriented, you don't need more damage.
Braum
Braum makes up for Phel's main weakness of lack of disengage. Otherwise, Braum's passive doesn't work that well with Aphelios (minus Severum Q). However, it's still strong.
Fiddlesticks
Don't play this guy. We don't need more damage. His CC is subpar in all honesty.
Galio
His taunt gives good Infernum outplay potential. However, otherwise, Galio's kit is pretty useless for Phel.
Heimerdinger
In general, stay away from "carry supports" with Phel. It doesn't work out too well.
Janna
Good Peel, Sustain, and Heals. Whirlwind knockup can also set up some nice Severum/Crescendum plays.
Karma
Karma's Strength in Pre-Level 6 before she just becomes a shield bot in teamfights. On the other hand, Phel's strength comes at 3+ items (which is usually like 20 minutes into the game). Their powerspikes are just at two completely different spots. Unless you get a sucessful level 2 all in, its not worth.
Leona
Good lockdown and Peel. The only thing keeping her away from "Ideal" is her lack of disengage. A lane with a good Leona can be extremely powerful though.
Lulu
The only enchanter support that gets put in the "Ideal" Category. Lulu Phel early lane is just hoping you don't die and can get to the point where you can scale. Late Game, a Lulu protecting an Aphelios is an absolute pain to try to kill. Plus, Aphelios still deals out tons of damage.
Lux
Yet again, we don't need more damage than we already have. Additionally, Lux's kit is just not very "support oriented". If you have a duo, just veer away from Lux.
Morgana
Blackshield makes playing Aphelios much more forgiving and Q+R is always good engage/disengage. A solid choice, but not the greatest.
Nami
Nami is an all around strong support. With movespeed, heals, and CC, Nami is never a bad choice.
Nautilus
A much easier Thresh with arguablly better returns. His insane CC length locks down an enemy for up to 4 seconds. Additionally, Nautilus and Aphelios have similar early powerspikes as both champs spike hard at level 2, making a level 2 all in a good choice. The only disadvantage Nautilus has in comparison to the best support, Thresh, is Nautilus' lack of disengage. However, if you are winning with a Nautilus, you will continue to win hard.
Blitzcrank
Blitzcrank is strong with Aphelios, but other hook supports simply work better. Blitz looks for level 1 aggression when Aphelios can't do anything level 1. However, the pairing is still sublime.
Pyke
Some people really love a Pyke support with Aphelios, however, I don't necessarily think so. Pyke spikes lvl 1 and at ult and Aphelios has no power at lvl 1 and mediocre spike at level 6.
Rakan
Rakan's fast paced "dashy" playstyle doesn't mesh all that well with Phel's kit. However, if you're insane at Rakan, it can work.
Rell
A good rell with a good Aphelios is arguably the second best support partner for Aphelios. Rell's Ult + Aphelios Infernum can cause crazy chaos. Additionally, the extra armor+magic resist from Rell and Rell's armor shred help Aphelios greatly.
Renata Glasc
Berserk is a actually surprisingly good way to set up Infernum ult plays. A good renata can help you dominate lane very easily.
Senna
NEVER. And I repeat NEVER. EVER. Pick Senna with Aphelios. Any sensible Aphelios player will dodge if they get a senna support. They play radically different playstyles and do absolutely nothing for each other. Pick any support OTHER than Senna.
Seraphine
Charms, Roots, Stuns, Shields, etc. Seraphine can set up tons of plays for Aphelios. The only thing dragging her down is her terrible state in Meta. If she were better Meta-wise, she might actually be good.
Sona
She fits the "late game scaler" architype like Aphelios but she feels terrible to lane with. If you can get to the point of scaling, then you win. But if you hard lose lane because Sona just mashes circles, then that isn't good either.
Soraka
Soraka is always an "Ok" pick. You end up throwing lane and then coming back late game because Soraka ensures you never die.
Swain
A funny underrated support. His burst is crazy and makes an oppressive lane. However, late game after laning phase, you essentially have no support and basically die at the start of every team fight.
Tahm Kench
Excellent Peel, Engage, and CC when played correctly. However, you must be extremely coordinated with a Kench. If you aren't on the same page, Kench or the Aphelios could make a terrible mistake and throw lane badly (such as if Kench goes too far or ults too early when you have chakrum stacks)
Thresh
The Ultimate, BEST Support for Aphelios. CC? He's got it with his hook. Peel? He's got it with his Flay. Disengage? He's got it with his Lantern. Every single one of Phel's main weaknesses is covered by Thresh. If you are in a duo botlane, Thresh Aphelios can be one of the most oppresive picks of all time. Thresh's lantern allows Aphelios to make crazy, and sometimes stupid Chakrum plays; even by doing stupid stuff, the Aphelios can get out alive because of lantern. 100%, undoubtedly, Thresh is the best support for Aphelios bar none.
Vel'Koz
It's just not good. I guess Gravitum Q can set up a Vel'Koz knockup into his burst combo. However, you can just pick better options (Tanks/Enchanters) or even better burst mages (Swain/Seraphine)
Xerath
Same thing as Vel'Koz. There's just bettter choices. He does off better peel though with his Stun and good kill threat.
Yuumi
Yuumi is just "ok" with Aphelios. You both scale late but Aphelios will die early if he tries to contest for CS. The issue is that you might just too far behind and therefore can't scale into the late game.
Zilean
Zilean is all around pretty strong. Zilean's speed boost with Phel's Severum/Crescendum Combo can be deadly if played right. Zilean's Revive is, also, always a great tool to have. The stun as an added bonus doesn't hurt either.
Zyra
There are much better options. Zyra just plays for damage and kills and it makes your late game scaler, Aphelios, very upset that they can't scale.
