Yes! In Top Lane, If I'm against a tank I would do level 3 cheater and get Cull. Everything else is the same. Cull isn't the best and it's delaying your powerspike, but I like to have as much gold as possible (Just something I got used to while playing Nuguri's Vladimir build).

Don't fight vs him when he has his E up. If he uses his E aggressively, stun him and run. You can 1v1 him when he doesn't have his E up, but you need to kite him pretty well (Mainly dodging his Q so he doesn't get his dash). It's same in late game. Kite and make sure he close to you so he can basic you or Q you. Honestly, the matchup is mostly reliant on how good Yone player is and how good you are with kiting people.

Bloodline is pointless on TF since most of your damage is onhit and Lifesteal doesn't work with onhit effects except Blade of the Ruined Kings onhit damage. That means that overheal is also pointless since if you get Wit's End it'll only heal you up until 50% HP. Fleet is a bait and it won't help you much vs matchups such as Syndra, Katarina etc. Also Fleet is such a dead rune for champions that are Ranged and that build AD (TF doesn't even build that much AD/AP so its even worse for him). You can proc Electrocute in early game with Gold card-Q-AA.

Any reason as to why there isn't a rune page for fleet footwork? I've been finding it easier to go in and out of the wave's proximity by charging it, and then going in for last hits, also helps a lot with sustain when combined with overheal and bloodline. I rotate my secondary tree like the ones you show.

I'm finding it harder to proc electrocute, early on and the movement speed bonus also really helps going in for fast trades.

Well you'll be constantly hitting ~2 Attack Speed and if you go Rageblade you'll be annoying as hell. Also extra movement speed is good. The real reason why you take Wit's End is because it outscales Nashor's Tooth after level 9 in terms of damage and it will stay that way all the way until you have around 430 AP in late game. Also Negatron Cloak is amazing vs AP assassins and it negates a lot of their damage. 50 MR makes you tanky enough to end up at around 40-50% HP after some assassin, for example Fizz jumps on you (I'm talking about not fed one). By that point they'll have no damage left and you'll heal to 50% HP by the point they get their abilities again (although they mostly die before they get their cooldowns again,uless they have some CDR).
