I guess even after the nerfs you should still maximize 
Taste Their Fear first and evolve R > E > Q when laning. I think you can completely skip the regular build and mention Tear of the Goddess as an situational purchase option in your "new" build with Tiamat which is pretty common and optimal now and there aren't any good alternatives imo.
