Obvious reason, spell shields op. Just don't try to hook her or her adc unless she uses the spell shield, then hook the other one. If your jungler ganks hook them once they use their spell shield on probably the adc.

Tips
Basically instead of Q > E > R, Use W to run up to them then use E. If they're Sivir the will likely spell shield this E. After that just hook them in for the stun and you're good to go!
