hello, following your build is a build to reach the cap of cool down reduction which is 45% but yeah, you used 4 items to reach 40% and with masteries you can get the missing 5 but i rather go for 40% cdr and use the magic penetration in masteries which its better to deal better dmg with veigar or to oneshot a fed unstopabale adc.
