hey, let's put more AP !!! Rune DOMINATION. Eyeball Collection = 30 AP free.
As a support, you'll be placing and clearing a lot of wards anyways. Zombie Ward effectively doubles the duration of wards that you place. It's actually a very OP rune, IMO. I guess you could take Relentless Hunter as the second rune in Domination to make up for your lack of Mobi's.
I personally prefer Inspiration for a free pair of boots (Saves you 300 gold to put towards your item power spikes) and the 5% CDR off everything since Rakan benefits tremendously from as much CDR as possible.
It's up to the individual's preference; I think either could work.

If the build was something like Locket, Knight's Vow, Redemption and Zeke's for example, that's still "Support" but it's not "High AP Support" if you get what I'm saying.
And I don't consider the AP as a "nice side effect". All the items I choose in this build are picked specifically to synergize with Athene's and Transcendence to get as much bonus AP. The +% Heal/Shield power, IMO, is the added side effect but that just happens to synergize extremely well with the build anyways. Plus, Redemption gets 3x the effect of Heal/Shield power for even more synergy.
Also, if I was interested in giving out my build for someone else to add to their guide, I wouldn't have made my own.

but we are doing this for wanting to help with other logic. possible and valid.
if you reduce the recharge to the maximum, if you know the mana cost per skill, close to 100 ok.
how about experiencing the use of the rod of ages, not even stacked. but excellent ap with defensive possibilities to keep you alive longer
My issue with building actual mage items is the cost. I went ahead and added up the total gold cost of 7 support items (Knights Vow, Redemption, Athenes, Locket, Ardent, Mikaels and Zeke's) to find the average gold cost which was rounded to 2179. I'll go ahead and round that up to 2200.
Meanwhile, the 15 mage items that have AP (Rabadons, Gunblade, Ludens, Lichbane, Liandry's, Archangels, Nashors, Banshees, Hextech GLP, Morello, Zhoynas, RoA, Void, Rylais and Protobelt) have an average gold cost of 3003.33, rounded to 3000.
Support items are much cheaper compared to mage items because a support income is way lower. It would take a support a whole lot longer to build a mage item compared to a mid that is solo laning.
Sure there are better AP options but the goal here is to not fall behind in item power spikes compared to the other players in the game. You need to be getting your items just as fast as everyone else which just wouldn't be possible if you're on a support budget building mage items.
Tl;dr
This build is Mage on a budget
It's kinda annoying to keep hearing "you out-sustain in those exact words without any embroidery. I don't know what you could replace it with but personally, it's a bit disturbing.
I'll work on a specific section just on matchups where I can have more room to get detailed with it.
