That's a funny question :P since my build is also a blue build (Essence Reaver and Phantom Dancer), in my opinion it's better to build ER and PD on AD champions that are suppose to output high amounts of damage. I don't think it's useful to build Iceborn Gauntlet and Manamune on Jhin.

I never saw the point in building Iceborn Gauntlet and Manamune on Ezreal, because you'd be spending gold on 65 armor (worth about 1.3k gold) when you're the AD and suppose to deal high amounts of damage for your team, whilst the rest of your team protects you and use their slows to set things up for their damage dealers.

Iceborn Gauntlet is an item meant for tanks (most effective on them atleast). That's why I'd recommend to play a tank if you like building Iceborn Gauntlet. One of the reasons is that the slow zone radius increases the more armor you have, which is a good thing to build on Malphite for example, but Iceborn Gauntlet also works perfectly for Bard/Blitzcrank.

But, in the end you can build and play whatever you'd like :P I'm just giving my opinion on what I've seen and what I think is the best, hope that answers your question :3

Statikk Shiv is fine, the reason I have Phantom Dancer as second item is because we want to benefit the most out of our Essence Reaver (which is our first item), it needs 30% crit. I've also mentioned in my chapter items that Phantom Dancer is great because it has the highest attack speed which partly converts to AD for Jhin, aswell as a wonderful passive of reducing damage taken from the enemy you've last hit.

So our options are either:
- Phantom Dancer
- Runaan's Hurricane
- Statikk Shiv
- Rapid Firecannon

You should build it as second item and only pick one of these. It's personal flavour but in my opinion Phantom Dancer is a very strong underrated item. I've also read on the PBE forums that it'll get buffed, so expect this item to be chosen alot.
