Time Warp Tonic or Approach Velocity - which one is better for Singed?

If you are using Corruption Potion and/or Biscuits (which is what I usually do) then you'll want TWT. Approach Velocity is great when you use your W aggressively, but if you're trying to set up a root it does nothing for you.

After buying 3 dark seals should you buy boots next or righteous glory?

Depends on the matchup and how you're playing them. Typically I'd go RG, given that I'm probably proxy farming or it's a champ like Garen or Riven you can't poke you without having to chase fairly hard. If it's a Jayce or Illaoi (long range poke or skillshot harass, etc.) go boots for the extra slipperiness.
Also take into account how their jungler is reacting to you. If the Master Yi is trying to address your proxy farm, grab RG for the bonus armor. If the Evelynn is running you down, boots would be better for escaping.
I guess what I'm trying to say is that there is no 100% answer; like most things in League, you have to adapt to the specific scenario. Typically, however, I'd go RG before boots.

Ive tried really hard to climb from silver to Plat with Singed, But my friend says that i do not deserve it because im a metaslave singed main

If your friend thinks Singed is meta, I'm concerned we aren't playing the same game. The thing with Singed is that no matter how good you are with him, he is such an easy champ to counter. Anyone who knows rule one of LoL can do well against him. I wouldn't recommend trying to climb to higher elos with him because of this.
BUT WE AREN'T HERE FOR LOGIC WE'RE HERE TO PLAY SINGED
I'd honestly play Singed support over top. His is a great way to feed your adc a kill, and though you cannot directly help you teammate in a tight spot, you can fling a jungler off of them or bodyblock with your Q on to prevent anyone chasing them. I'd highly suggest being in a duo with your adc, since the off-meta pick might get some people uneasy. If you don't have an adc friend, usually about 10 minutes in when my adc has 4 kills or more, they start trusting Singed support.
If you do want to top with him, master proxy farming and abuse that in lane if the opponent shows any competence whatsoever, and ask your team if they need a strong engage or a dedicated split pusher.

Exactly. Singed has to be the most easy champ to counter in the game and that's his biggest difficulty. Most champions have 2-4 hard counters they never want to go against, but Singed has more like 10-15.

Hey! I just read your singed build and i think its very in depth and well written.
I do have a few pointers that you could try to make your singed build even better, if you want to try them out.

Summoners -
Exhaust isn't the best for singed because he already has so much escaping and catching ability. RG has a 90 second CD active that gives you 75% MS, a slow when you catch your enemy. Exhaust gives you a 30% slow and a 40% damage reduction all for 2.5 seconds (210 second CD). The damage reduction is pretty useless since you are probably going to be out of range for those 2 seconds. TP is your better option especially if you are losing lane.

As for ghost, its not bad on singed, in fact its still a great option but because of his new passive, i suggest trying flash instead. You already get a ghost from enemy champions and if you are in a tight situation you could flash over a wall.

Morellos
Ability power over sustain on singed makes him way more vulnerable, he doesn't really need the CDR and the grievious wounds isn't really needed.

Ludens Echo
The 10% movespeed is intriguing, but its really the only thing on that item that synergizes with singed at all.

As for AP on singed, all you need is a rylais and liandrys. They synergize incredibly well together, give you more sustain in the early - mid game and they are insanely cheap.

You talk about how feeding is good because they spend time trying to kill you for a measly 60g+, well you should maximize on this playstyle. Double proxying waves at the enemy base with your ult activated is an INSANELY easy way to gain attention from EVERY wave. They spend time walking back to their base or spending the 8 seconds recalling just to kill or get an assist on you. Even if you steal a wave from your team mate, you are giving most or even the entire map tower pressure. NOTE : i suggest only base proxying if their whole team is in vision, eg: enemy jungler ganking bot, mid and top are in vision, etc.

In conclusion, these are the things that worked for me and you should do whatever works for you. Im just happy proxy singed became meta and people stopped playing Manamune + Iceborn Gauntlet singed from S3 lol
