You're correct! I'll edit this now. What I meant was I'm sure to dump the extra point into Haste (for ghost) as my 4th point in utility. not exhaust. Thanks for the catch!
A tip you might want to put in is if you're having trouble landing your flash frosts to ult first, then frostbite, THEN flash frost. I often just turn on my ult real quick, turn it off, and frostbite to harass people in my lane.
I also agree with what jebus said in your forum topic that you might want to get tear earlier, maybe between ROA and rabadon's?
Also... I am very confused about this in your summoner spells:

How does improved exhaust help if you don't take it? Is there a typo in here.

Ill bold this to make it more obvious, since the order shows level 7. I think its situational, if im getting in trouble early, ill skill into it at 4.
