The Idea
The Idea behind this build is that Imperial Mandate deals bonus damage each attack when you immobilise or slow a champion, Garen's E spin count as different attacks which means with Grudge you slow on each spin inturn activating Imperial Mandate on all attacks, at higher levels mandate does around 50 Magic Damage per spin and if you spin 12 times you deal 12x50 600 Magic Damage alone from this one item.
