Of course there are situations where it's a good idea to at least level it in balance with your W, that totally depends on your opponments. If you fight against Xin Zhao, for example, obviously your Q will completely ruin his ganks so it can be more usefull to you then W. Against junglers and laners who rely more on Skills that are independant from their auto-attacks I would - of course - still recommend W.

If you want, I'd take 2 levels in W if you're feeling pressured from the enemy jungle or you need to mobility in lane, ie, Darius, but otherwise your Q is such a strong nuke, I always max it second.

Though, I have to dissappoint you.

Your guide is very white and quite unattractive to read.
Luckily though, you already have some kind of structure in your guide, which is good.

Add some colour to titles and try to use pictures of the items you use instead of the [[Penguin]] coding.

I would discuss lane matchups if possible, since your guide's getting some thumbs. You also mention "vs weak" and "vs strong" lanes, which is easier to analyze if you list lane opposition.

not necessarily a fresh take all together, but fresh take guide for s3 for sure. good guide.

Also, in the guide-list my item picks are not being shown, only when you click on the guide but not in the list. I have no idea why / where I f*cked up. How do I fix this?

The problem with the Q is the mana cost. You just can't spam it, combined with the mana costs of your R it's just not as effective. Believe me, I tested it. As for the damage: By itself a maxed Q deals as much damage as three W's - however, that is not taking your natural AD into account. And that combined with the non-existant mana costs for your E makes it superior. And it's not like a Q on level 1 can not save your ***. 1,5 seconds of blind can make the difference! And don't forget about it's nice scaling with AP. 80% is a lot and it is always 80%, no matter if level 1 or level 5.

Ruaan's is overrated, that is true. Which is why I buy it last: It then acts as an damage multiplyier for all the damage we have already build up.

I can't agree with not needing CDR, though. The more shrooms you got the more control you have over the map. If you are not interested in focusing on smart use of your shrooms you CAN pick Nashor's, like I said it's an nice choice too, but I personaly prefer the constant bluebuff with AP and MR boost. The CDR of Nashor's can not keep up with your mana useage - UNLESS you get the bluebuff. If you do: Pick Nashors.
