Completely forgot about sheen in lichbane. Guess i'll just throw a
Rageblade into the mix, for the most part my games end after i get Nashors.

I see your point in the stacked deck and will try it out in upcoming matches, for now i'll adjust to to your sequence and try it out!
Your Ability Sequence seems perfectible to me:
1) You should get at least a lvl in the Stacked deck quite early, as it is based on AP. Hit creeps 3 times, harass or last hit with the proc. This skill is really a good help, as you can get the proc (or 2 stacks), back to base, regen and still have the stacks for your goldcard/ulti combo.
2) You should end leveling Wild cards before anything else for the harassment and heavy damages it gives (you will use Pick a card to stun most of the time at the begining so the damages it provides won't be that good)
IMO, the best Ability sequences for the first 9 levels is : Pick a Card - Stacked deck (easier last hits and harassment, wild cards needs to be lvl 2 as you greatly noticed) - Wild cards (x3) - Destiny - Wildcards - Pick a card (or Stacked deck, depending on if you want stun duration or damage) - Wildcards
Then, it's all your preference. I alternate Pick a card and Stacked deck to keep them at the same level for my part (leveling Pick a card first, then Deck), but it's all about your playstyle. If you managed to get many Mejai stacks, don't hesitate to keep Deck at level 1 and get Pick a card to 5. As i often don't go for a Mejai, the damage output from leveling Deck is significant. I think i'll get one more often and end the Deck at the end, this sounds the best to me.
Concerning item, i think your choices are really good. Guinsso is usefull if you go for a mixed build, full AP should get quite your items. Nashor is a really great tool as it provides AS for the Deck and CDR for ... all your others skills. I often get the Berserker's Greaves too, remember the Deck is AP based and deals huge free damages. Lich Bane is just mandatory, and you make a good point by making it soon. Maybe you could even get it right after the Mejai, as you already have the Sheen and Mejai's stacks should be enough to make it very usefull (but as a nashor fan myself, i can't disagree with your choice).
