And for the CR i followed the link, and now i'm sure, that wiki is stupid. if it stacks, you could get really fast to 100% cd reduction.But i'll try.

Plus with Rylai scepter u can place ur stun way easier ,since youdon't take penetration item take boots of speed instead of lucidity boots

no it doesn't or it's a glitz and probably alrdy have been fixed atm.take flash for more mobility, chasing most of the times and sometimes escaping, plus rylais scepter, u have no more need to be fast since they are slow.

Listen, I don't think that the Scepter is a Brand item and it doesn't necessarily bring that much to the table over the order of the items I put above. I think that the Zeal is definitely arguable. I'd love to get Lich's Bane instead, but overall I find that this works just as effectively and is much faster to build.

Where I am going to correct you is that CR DOES stack up to 40%. So the 35% you get from the boots and the Tome work together. I see it in action.

WTF this build start good, wait no only the 3 first items are good§ after that you go freestill with Zeal, (Ionian Boots of Lucidity + Morello's Evil Tome) cooldown reduction doesn't stak, pluas you didn't put his most important item -->*Rylai's Crystal Scepter*<-- you need this so you are harder to pursue, you chase way more easier, and finally it make you way more easy to get the conflegration plus sear combo, or whatever combo in which u use sear. Plus you do not need Zeal anymore, and since you think you base him on the fact that he have to be fast just take boots of celerity, and it will works great (i still take boots of sorcerer because most of the time since you deal huge amount of damage the ennemy team is gonna buy magic resistance). For the summonners spell don't take teleportation, flash is way more usefull once again you are faster, and you will most of the time use it to chase then escape. But clarity is a good choice since you wanna harass a lot you will need a lot of mana, ar even sometimes if there is a big teamfight you can refresh urself and continue.
