I tried your theory craft in mid lane (electrecute and rocket build you provided) and I must say it is op. You can get fed easily early game and that's it, you spiral out of control and on shot squishy late game. I tried Luden's and rocket belt and imo rocket belt synergises better. In the last 5~6 games, I have an 80% WR so far. Personally, I don't really understand why people build everfrost. It never made sense to me as you already have decent cc in your kit you just need some magic pen and damage. I would highly recommend this build in the mid lane if anyone ever plays sylas. Haven't tried it in the top lane so I don't know how viable it is.

TL;DR: Great guide would recommend 10/10 in the mid lane. Didn't try in top lane yet

Would you recommend night harvester in this meta? Especially for Sylas mid

Imo, I'd suggest going Ludens or Rocketbelt still, over Night Harvester because both give magic pen whilst NH only provides Ability Haste as it's mythic passive.
Like NH isn't bad but isn't good either just because it gets countered by magic resist a lot easier than the other 2.
But I'd still prefer Rocketbelt over Ludens just because I can get MS to catch up and another dash.

I must say it's one of the best "off-meta" builds I have tested in S12/11...as you said waveclear feels way better compared to the standard build paths, rocketbelt has nice synergy with sylas kit too. 9/10 (if you will add matchups too it will definitely be 10/10 in terms of "off-meta" builds.0

thanks for the nice feedback, i wouldve done matchups as well but I haven't played sylas much during s11 and s12, and only times I picked sylas was to counterpick malphite hence why the only matchup in the guide is malphite 😅. but if i ever play more sylas, ill be sure to add more matchups in, else i could always steal other people's matchup guides :^)
