why is phase rush better than arcane comet?

It's more about playstyle preference. Arcane comet is more of a lane focus rune, phase rush is better for kiting during team fights by staying safe and abusing Seraphine's low Q cooldown.
You can always go arcane comet if you think you will trade a lot in the matchup and you're trying to go for an early solo kill. gl hf!
