Because Sejuani has a slow in her passive and Permafrost ability AND a stun in her ulti, there really is no need for exhaust. Other tanks may have to pop exhaust in order to disallow the enemy champion to flee, but there's no such problem whilst using Sejuani.
Instead of exhaust, I'd use heal (for the early game sustain) or smite (for jungling). If you're feeling ballsy, you can choose ignite (for the finisher whilst playing aggressively OR vsing noobs).
I also chose ghost, partially because I usually use it over flash (haters gonna hate ><), but also because it secures the kill especially in the early game. Sometimes enemies can still get away after you've used Permafrost, so ghost can help you get the jump on an enemy champion early game.
