So. Vlad got a buff. They wanted to help top lane, but they've created a monster support.
AP to bonus Health conversion:140% > 160%
Bonus Health to AP conversion:2.5% > 3.3333333%
Bulwark of the Mountain normally has an efficiency of 350.42%. On Vlad with the new scaling it has an efficiency of 692.71%. It's literally* worth 7x the gold. there's a 13.998% increase in stats from Vlad's passive buff alone. That's absurd.
Vigilant Wardstone... is an item. I'm not sure why it's an item, but let's use it while we've got it. UNIQUE – BLESSING OF IXTAL: Increases bonus attack damage, bonus health, ability power and ability haste by 12%. And it makes warding nice? Who thought this- Nevermind.
You now have Stealth Wards from your Bulwark, Control Wards from your Wardstone, Farsight wards from your trinket. If you have less than 100 vision score at the end, it's not for lack of wards available to you.
Now to round out the rest of the build.
Dark Seal normally has a 123.69(heh)% gold efficiency. We get it at a 150.32% efficiency with ZERO stacks. If we happen to max it out, it's a 447.72% efficiency.
Night Harvester, normally inefficient at 98.67%, is now 117.51% (without mythic passive)
Cosmic Drive, normally 119.33 activated, is 135.58%
Anathema's Chains, normally 90.67%, is 109.60% (not counting the nutty ability)
Wardstone efficiency calculation is hard and depends on when you get it in the build, but as a base item without being upgraded is 87.02% efficient (up from 72.73 on other champions) As a 4th item it's 114.98% efficient purely off of item stats but stacks additively with AP scaling and multiplicatively with HP scaling.
TLDR: It's worth it.
For some reason the practice tool won't let you scale your support items like you can with tear, the game literally ended to minions before Relic Shield upgraded even once by 37:59 lmao. So... I had to bumble around in a custom game with bots to get a feel for final stats. Let me just say the effort I went through trying to stack my relic shield with an inting MF bot deserves an upvote all on it's own.

It's a mess, but here's the math for anyone that wants to check it. And I know Guardian's Orb is ARAM only, I wanted to see how the buff affected it (4.71% for the lazy)
Also rows 80+ have the gold value of the non-AP/HP stats added back in for more accurate efficiencies, everything above it only cares about the AP/HP of an item (ability haste is a notable stat left out of the first ~50 lines) Wardstone is a very low-estimate of value and neither row account for ability haste value. If I knew how to better represent it at each stage and account for sources other than item stats, I would.

Imperial Mandate
Imperial Mandate is another hugely efficient item. Normally 97.47% efficient with no other items, it gets a massive boost, capping out at 168.19% efficiency on Vlad and providing a huge buff to the team off of your W's and E's
