I've been having trouble with the editor as this is my first guide so please bear with me. I'll keep making changes when patch notes come out and keep play testing to see who counters who, play styles, etc.
Videos will be up when I have the chance.
After facing many Heimers in blind pick, the only solution that I could think of at the time was Fiddlesticks. I strongly suggest only picking Fiddlesticks if they have a heimer/weak bottom characters. Do not pick Fiddlesticks if you are 1st/2nd/or 3rd pick in Draft. The amount of CC that people bring to Dominion interrupt Drain and Crowstorm all too often, even if you are playing your best to try CC is used.
Terrify - Great for interrupting your opponent for anything you need to do after. Use even on the big minions to stop them from attacking so your own minions can stay alive longer to push the lane.
Drain - Keeps you healthy against
Dark Wind - Great harass with the bounces since you can target a minion and luckily have it bounce to your opponent.
Crowstorm - Heavy damage and a great way to clear waves so you can capture/defend a point.
So why Fiddlesticks? Against champions that have a strong lane presence/durability or long cooldowns with strong burst, they'll find themselves being out harassed by Fiddles. Heimer is a good example. Even though he can push lanes with all of his moves, he does not have the regen that Fiddles has. Ryze (shouldn't be in bot lane) and Swain are pretty easy characters to push against if not just keeping them from moving up.
Other easy match-ups: Karthus, Anivia
However, characters that have high burst with CC turns any mistake you make into losing that bottom capture point fast. Brand and Leblanc are the 2 that stick in my mind. At any point you are caught burning means heavy damage from Brand from his 2nd move, especially since you have to channel Drain. Leblanc's silences destroy your drain short and can move away quickly from a fear/drain combo.
Other hard match-ups: Maokai,Blitzcrank

Runes are really about player's choice. I chose per level armor and magic resists for staying power and surviving hits when trying to defend. Other recommendations:
Yellow Great Seal of Clarity - 0.065 mana regen/5sec per level
Blue Greater Glyph of Force - 0.17 ability power per level
Masteries - Basic. Only reason to change the mastery points would be if you chose different summoner spells.
Items - After Rod of Ages you should choose the next few items accordingly to how your game is going. If you are staying alive long enough to farm a few minions, got kills early on, have no problems staying alive, going straight for Rabadon's Deathcap is a fine choice.
If you find yourself having trouble against opposing Champion on the bottom lane and can not switch with anyone else, might want to go for Zhonya's Hourglass or Abyssal Scepter.
Summoner Spells - Promote is a decent skill for pushing the bottom lane. Watch your minions. If you have a big group and they are starting to capture the point, use Promote so you have a longer time to capture or hit your opponent while putting pressure.
Ghost - There really is no need for flash as many of the walls/bushes in Dominion are thin and close to where you use your Crowstorm from.
If you do not like Promote, Garrison/Exhaust/Flash are the other 3 I would recommend for 1v1/defending points.
