Introduction
When it comes to jungling I'd still buy the Doran's Shield personally, but for some people the recommended is the Vampiric Scepter that way you can keep your health up while going through the route. I just personally prefer the armor and health I get from Doran's Shield.
In this case, I choose Riposte first and rely on the parrying ability to do quick damage to the creatures, and rely on her passive to regenerate the health.

You want to keep her in good defenses while dealing out damage, do taking armor penetration marks and flat damage Quints is the general recommendation.
Since one of Fiora's abilities is increasing her attack speed anyway, it would be a waste to build attack speed runes.
You could build crit runes if that's the general way you play a champion with fast attack speed, but since I usually play towards crowd control, I go with the armor and spell resistance.

I start off with Doran's Shield because it's just generally all around good. Sell it for 200 gold later when you get a Giant's Belt or something like that.
Along the way I have crowd control, attack speed, and some minor crit being built. I rely mostly on my Runes and the Ghost blade for armor penetration, but for everything else it's attack speed, life steal, armor, and health.

When jungling you will probably want to start with Riposte to get more attack damage and the ability to parry the creatures. When laning, you would either take Lunch or Riposte depending on who you're fighting. If you're going against two ranges or a mix, then Lunge is a better choice. If it's two melee champions, then Riposte is the better choice.
As the recommendation on the Champion Spotlight, you'll want to max out Riposte first, then Burst of Speed, followed by Lunge last, but at least take one point in it since it will be useful for chasing down champs for the kill

The choice of the summoner spells is to help weaken your enemies as quickly as possible to get as much damage done to them. If they look like they're going to get away, then use Lunge and Ignite to help finish them off.
If you're looking for just chasing someone down, then go with Exhaust and Ghost
