Skill Sequence

The Skill Sequence is not set in stone by any means except that I would take Howling Gale first. From there on out, take what u need. If you need the shield, grab the Eye of the Storm. If you want more damage(The HellQueen always wants more damage), upgrade the Gale, and if you're low on mana, always upgrade the zephyr.

Early Game

Harass. Harass. Harass. Use your Gale to last hit creeps, But mainly hit opponents. Utilize your range and use your shield on yourself (unless a lane mate is in dire need of course, or if your AD lane mate is layin' into a guy). Go for the kill! Ignite those suckers. Ten extra AP for the rest of the lane battle sounds good to me!
If your low on mana, upgrade your Zephyr, a spell that will still help you with your speed without burning up those last drops of your precious mana (at least till your clarity is back).

Work Together and instill the fear. They won't see her coming.

Mid Game

Make finishing off your lanes tower a priority. I'm not saying tower dive and kill yourself, and I'm not saying ignore the rest of the map, but definitely make finishing that tower a priority. It will help later in the game and give you way more freedom afterwards to do as you please. Don't forget to use your shield for the bonus damage when you're poking away at their tower. Once thats done get involved where ever you can. There's times to be the star, and there's times to be a support. Fortunately with this build, you're the star in both cases. Help kill and save lives. It's what the HellQueen does.

Late Game

At this point they should rightfully fear you. Push any Lane you need to but be conservative about it. There's no reason to push to far and get ganked. Try not to roll alone. Fuel the team fights. Share the Clarity. Utilize your awesome Ult. Ulting in the middle of a group of enemies and spreading them out in different directions can be extremely effective.

Don't forget to defensively use your shield on towers that are being attacked.

Mejai's

ahhhhhh the Mejai's Soulstealer...... Such a bold purchase. There's great debate as to when to purchase this item if even at all. It can be argued you should get it as soon as you possibly can in order to get maximum stacks foir your kills and assists. That said in terms of immediately, it's literally 1200 gold for +20 Ap (which isn't much). With around the same price, you could but a Blasting Wand(+60 AP) and an Amplifying Tome (+20 AP) for 80 AP On The Spot! So use your disgression. Build order is key. I suggest establishing some sort of base AP early before committing to the Mejai's. It's not a felony to get a kill or assist before you buy the thing. Kills are kills and the Hell Queen is out for blood. Early.
If you're not confident in your abilities, skip the item altogether. Go straight for the rylai's and do work!
Still, in order to maximize the output of this build you'll definately want to grab a Mejai's somewhere along the game. Again, use your disgression (A.K.A. if you're rockin' your lane, Get the damn thing asap!)

Masteries

Here is two ways to go here:
21/0/9
9/0/21

The first gives you access to the Magic Pen as well as the Ignite AP Bonus(which is Bomb). 5% extra magic damage is not too shabby either.

The second is alot more practical but makes you choose between Ignite's AP bonus and the Magic Pen, which always makes me sad to do. On the other hand, it reduces the cooldown of your ignite and more importantly your Clarity allowing you to spit out more spells more often which is extremely appealing. Cooldown reduction and movement speed are always a plus.


With this I will suggest the third viable option:
10/0/20

This build will get you the best of both worlds if you can live with the fact of not fully completing a side of the tree. Why choose between when you can have both? Even though it is not the mastery sheet shown above, I would advocate for this build strongest. Do what fits your play style. But remember, This is HellQueen Janna.
