Introduction
Note: Despite what people may tell you or what you read Sejuani is a carry that is also a tank. She may not be what some people call a "hyper" carry but she is a carry none the less. She is a force to be reckoned with and not to be taken lightly.
Greater Glyph of Shielding: I personally prefer runes that increase effectiveness as you level as they scale with you and or other characters throughout the game. I take these runes for the shear fact that it helps early game against casters.
Greater Mark of Insight: Hands down anything penetration dominates. This coupled with the right masteries and equipment helps shred anything in sight tanks, assassins, carries it doesn't matter.
Greater Seal of Replishment: Using this coupled with Doran's ring and the right masteries makes Sejunai godly early game. Not having to base just to regain mana every couple of minutes is very helpful and will help you out level most other characters.
Greater Quintessence of Insight: Increased magic pen you can never have enough!
I choose 9/21/0 masteries for the simple fact that anything is just stupid in my opinion. She is a tank that does excellent AOE damage don't limit her by going 0/21/9 or 0/30/0 or whatever utilize her abilities to the maximum.
Offense Tree:
Summoner's Wrath: I take this for the enhanced benefit to exhaust since I always take ignite exhaust as my summoner spells this comes in very handy. 1-Point
Mental Force: Choose this tier 1 offensive mastery since it is AP related no other reason other than the face I believe its the next logical choice to choose in order to move to the next tier in the tree. 3-Points
Sorcery: Increased cooldown is always a plus helps with all abilities. 4-Points
Arcane Knowledge: As I stated before anything penetration related is awesome. This is a must have +10% magic pen. 1-Point
Defense Tree:
Resistance: Increased magic resistance helps out at all stages in the game. You can never have too much. 3-Points
Hardiness: Increased armor helps out at all stages in the game. You also can never have too much. 3-Points
Vigor: Increased health regen helps for early game sustainability. 3-Points
Indomitable: Increased incoming damage reduction for those times when you need to be tanky. 2-Points
Evasion: Up to 3% reduced damage from area effect abilities....very handy when you need to charge right in. 3-Points
Enlightenment: Increased cooldown great early, mid, and late game. 3-Points
Honor Guard: Further increased damage reduction. 3-Points
Juggernaut: Increase in maximum health by 3% always a plus! and not to mention the added benefit of disable duration being reduced by 10%. 1-Point

Early game:
Doran's Shield: I start out with this item because of the health regen armor and added health. Using this along with the added effect of your health regen masteries taken in the defensive tree help you survive solo or duo laning without having to base or rely on health pots.
Doran's Ring: This is the next item I take after I farm a lane. The added AP and health are nice plus the increased mana regen come in very handy. At this point with just these two items you can hold lane without have to base for a LONG time. This ring coupled with my mana regen runes will help you dominate early game.
Sorcerer's Shoes: I usually bypass level 1 boots and go for this right away. I use these to further increase my magic pen capabilities. Using these boots plus, runes, and masteries help your eat up everyone.
Frozen Heart: I take this item next. Why Frozen Heart you may ask, well simple.... great health, great cooldown reduction, great armor and attack speed of nearby champs are reduced. Overall a must have item for Sejuani helps out greatly mid to late game.
Rod of Ages: You know I never realized the potential of this item till I started using this on champs like Ahri and Sejunai. This item is great because it increases your overall health mana and restores mana per level. I consider this a must have on her especially if you want to be a battle tank.
Warmog's Armor: Ahhhh Warmog's I'm pretty sure this speaks for itself great item for the increased health and health regen. After equiping this item and stacking it fully, which is something Sejuani can do very quickly you will have 4K health. Now.... you can walk around like a boss.
Rabadon's Deathcap: I take this because it is the best AP item in the game this coupled with ROA give you nearly 400 AP. 400AP may not seem like much but since all your abilites are AP it is nice. Deathcap especially shines when it comes to your W ability. With the added AP plus 4K health your AOE affect from your W will shred the enemies health. Not to mention if you use W then E they take OOOOOh so much more damage :D. Can you say GG!
Rylais Crystal Scepter: I take this depending on whom I'm up against. The increased health and AP is nice because it added to your AOE damage from W and E. The added benefits of always slowing someone is nice :D

Thornmail: Everyone knows what it is what it does I take this if I want to troll those ranged AD or DPS champs. This coupled with Frozen Heart gives you nearly 300 armor which equates to nearly a 75% reduction in damage.
Note: As I said either Rylai's or Thornmail can be taken as the last item, but it solely depends on the circumstance. I say watch the game and see how it goes.

Only really going to do this through the first six levels after that it is up to you.
LvL 1:
Reason: AOE damage early game to minions and champs.
LvL 2:
Reason: Use this to harass coupled with your W eat up those champs early game.
LvL 3:
Reason: Use this after following up with your Q, W combo to do instant magic damage plus it increase the amount of damage you do with your AOE W ability.
LvL 4:
Reason: Further increase your AOE damage from W and lets your control your lane and farm minions very easily.
LvL 5:
Reason: Furthers Increases your AOE damage from W and burst magic damage when activated.
LvL 6:
Reason: Always take ulti at level 6. Initiate with the Q, W, E combo to shred the opposing laning champs health. If they flee, flash etc... just throw it at them a 2 sec stun will allow you to get close enough to apply your frost passive to slow them again and hopefully take them down soon after.
LvL 1:

Reason: Use this after following up with your Q, W combo to do instant magic damage plus it increase the amount of damage you do with your AOE W ability.

LvL 6:
Reason: Always take ulti at level 6. Initiate with the Q, W, E combo to shred the opposing laning champs health. If they flee, flash etc... just throw it at them a 2 sec stun will allow you to get close enough to apply your frost passive to slow them again and hopefully take them down soon after.
Exhaust: Obviously for the blind/slow. This coupled with the enhanced exhaust taken in the offensive tree works out great when playing Sejuani.
Ignite: I take this for those times when you need that tad bit of damage to take out fleeing champs. I'd say about 90% of the time I throw this on champs I get the kill.
When fighting with Sejuani especially in team fights I'd say about 50% of the time I initiate with my ultimate. The other 50% of the time I save it if I know the fight is going to go well regardless of whether I use it or not.
Whether I ulti or not I follow up with the Q, W, E combo and try to hug around as many champs as I can so they take as much AOE damage from me as I can dish out. Since you will be tanky most don't not focus you and forget that you can bring on tons of damage very quickly. When you are 18 and nearly or are fully built your W without your Q will do 1K+ damage. Add your Q into the mix and you are doing a lot more. Use this combo everytime and your will see the enemy drop like flies.

All and all Sejuani is a great champ as I stated before despite what people may tell you or what you have seen. If you play her right you will carry your team to victory if they know how to play off your characters abilities effectively.
