My most hated champion in the game, I can't even imagine a support that can counter her! I recommend banning Morgana whenever you're playing Rakan.
Zyra
She shutdowns you completely, don't risk for engagement with W, because you'll get instantly rooted and burst down by her plants + DMG from ADC.
Zilean
Really annoying poker, engage whenever his bombs are on cooldown.
To hurt Zilean is anytime you have a bomb placed on you, go next to your allied minions. If you're lucky some might die, denying CS for the opposing ADC. It'll also push out your lane, which makes ganks easier to get.
Xerath
Use your E properly to dodge his skillshots.
Same like with Brand and Vel'Koz, Xerath is really weak versus high engaging champions so post 6 look for all-in on Xerath and there's a really high chance you'll execute him.
Vel'Koz
Try to hug your minions or use even E to avoid his abilities.

Thresh
This is a skill-based matchup.
If he fails to cancel your W with his E, then it's a free lane for you, abuse Thresh or his ADC whenever he overextends for a hook.
Taric
A matchup that Rakan favors, use your E to dodge his stuns.
During team, fights make sure to instantly charm/knock-up him so there's a bigger delay for him to activate his R.
Tahm Kench
NEVER focus Tahm with damage, ONLY cc(W) him as much as is necessary. Poke the carry with Q, not Tahm, whenever possible.DON’T walk into Tahms all in threat range.
Soraka
Stand behind minions and annoy the hell out of their ADC. You've got to bully lane and Rakan excels at early game lane bullying. Once you're level 3, W Q in and E out, easy day.
Sona
All in her, early and frequently. Pre-6 Sona is weak to all ins and incredibly squishy, and Rakan is a great engager.
Shen
Pre 6 Keep your E to dodge his E. Don't stay too close to Shen so you've more time to react to his E to dodge it.
Pyke
Use E to dodge his E or Q. W into him when he engages to punish him, that's his main counter. Every support who can engage into him when he's going in,are hard counters for Pyke.
Nautilus
Since Nautilus is a kill lane support you should counter this by playing defensive and farming. If you out-farm a kill lane without feeding them you will have the advantage mid/late game.
Nami
She has a pretty low range so be mindful of your positioning if she moves up to harass you make sure you attack with Q back so she doesn't get a free poke.
Dodge the bubble with E or W into her... Obviously that's not great advice but that's the only counterplay and keep an eye on her mana, her heal especially costs a lot of mana and she'll go oom very quickly if you force her to use it, very important to make her burn her mana before her first buy so she can't harass you so hard.
Miss Fortune
If you do ever happen to face Miss Fortune as support versus you then you're really lucky. She's a no threat to you in the matchup.
Malphite
When he's trying to poke with Q you or your ADC just W into him to punish him for silly positioning.
Pre 6 if his Q is on CD then just use that to your advantage and engage into his ADC, because Malphite can't do anything before he gets his ult.
Lux
Lux can counter your engage with her root and you should avoid her abilities, play passive and engage at 6 when her abilities are on CD.
Lulu
Dodge her Q's early game and try to not give her any free basic attacks.
If you hit your W then instantly E back to your ADC to not get polymorphed and ending up taking some damage back from your bad W engage.
Good Lulu players are focused on poking you down during the early game.
Mid/Late game make sure to pull off your combos really quick so Lulu doesn't react with her R to deny you and punishing you.
Leona
Don't blindly engage into Leona or her ADC, you'll end up losing whole trade and maybe even dying if you're not lucky.
IF you're going to W into her you'll regret it, trust me. She'll permanently stun you or will Q you just as you about to finish your knock up and if she succeeds, your W will be canceled and then you'll receive a follow-up stun from her.
Keep a safe distance and hold on to your E to dodge her abilities and W to peel off her ADC from your ADC if your carry gets caught.
Only engage when her abilities are on CD or when your jungler is ganking.
Karma
Karma is a heck of a difficult matchup for Rakan. Try to avoid early minutes poke from her basics and "Mantra + Q" combo. The first point upgrade I advice to go on E so you can dodge her huge Mantra + Q combo or to either shield your ADC from that damage.
Janna
Janna is one of those champions I really hate to face. She has everything to deny Rakan, Q / R . During the laning phase, she'll stupidly poke you down with slow or your ADC. Guardian is a must pick rune. Try to look for a chance to knock up her or her ADC after she has used her Q.
Be very careful during team fights, good Janna can blow you away LITERALLY just when you're about to engage in.
Gragas
The tricky matchup, but shouldn't be a problem. You can bait out his E without a problem and dodge it with your E or W. Use both of these abilities to dodge his E or Q during the early game. But think twice about going all in into him or his ADC because Gragas has that element of surprise and he can just full combo you back to their turret etc.
Fiddlesticks
Keep track of his silence and fear. You can zone him hard if he uses them. Don’t let him heal up after he uses his cooldowns. Fiddle has a good laning phase so if you don’t know how to deal with that shove the lane hard early, so he can’t abuse minions to his advantage. When he hits 6 it’s important to push into their tower or he is gonna use the bushes. When you feel like you can’t push anymore let the enemy push into your tower. You never wanna fight fiddle in the middle of the lane, that’s where he has the most control.
Braum
Don't greed for the early game. Braum is a huge cockblock for champions that are mostly relied on engagement.
Engage only if Braums Q is on CD because it'll be much harder for Braum to stack up his stun passive and that's really good for you since it'll put you less at risk of being stunned and executed or ending up losing half of your hp.
Brand
Brand deals extreme damage with his combo and he can stop your engage if he uses his stun,but still he's squishy, so you can burst him down with a gank or not.
Blitzcrank
The tricky matchup, in the early levels, play carefully due to his level 2 power spike being really powerful especially with an aggressive ADC.
Hold your first part of the E to dodge his possible hook, ward lane bushes if he’s playing too much around the bushes.
Bard
Hold to your E during the laning phase to dodge his possible Q for an engage into you or your ADC. Knock up his ADC or him if he’s out of position for a possible hard punish or even better, a kill.
Alistar
Alistar is basically a better Rakan because of Alistar's easy W + Q. However, Rakan has more flexibility and mobility compared to him. Even if you get caught by his combo, you can still escape by using your E to your ally. Use even your W to escape if you have to.
If Alistar uses his combo on your ADC, use your combo to disengage and protect the carry, then punish. Keep your ADC alive.
Senna
Senna is incredibly weak to hard engage.She has no way to stop Rakan's W, which many other ranged champions have the ability to, making her actually a more rakan-favored matchup even with her range.
Yuumi
Almost any matchup that includes Yuumi as support vs you, favors Rakan. This match-up heavily depends on how the ADC positions, but your job is to dodge or bait her Q so you can have a much easier time engaging in her ADC.
Xayah
Xayah was meant to be Rakan's best champion when we talk about synergies. They can recall together, Rakan has extra range on his E whenever he wants to E on her. Extra damage for Xayah's W.
Ashe
Ashe slows helps you a lot and makes your time landing W much easier, even chasing down with R.
Draven
Draven can make your time landing W easier whenever he uses E. Which doesn't happen often with me, because most Draven players including mains I've supported, use their E defensively.
Cassiopeia
I'm pretty sure you won't see a Cassiopeia APC at least until you hit low diamond or possibly even high platinum, but their synergy is really strong.
Cassiopeia can use her W or R for you and that's a guaranteed knock-up or a charm for you.
Caitlyn
Caitlyn's bear traps can help you out a lot or even her E slow. Keep in mind Caitlyn has poor mobility so try to keep her safe whenever you all-in your opponent.
Ezreal
High mobility and poke, a safer lane for Rakan to play with.
Jhin
His W can help you set-up a guaranteed knock up, or you can set up for Jhin easy ultimate shots.
Jinx
Her W slows or E can help you out with landing your W or even charming opponents with R, late game you're a scary duo to face since Rakan can just 3,4 or 5man knock up and charm afterward for Jinx, in those seconds Jinx can burst anyone down with her rocket launcher.
Kai'Sa
You can pull out so many great things with Kai'Sa's ultimate, apart from Kai'Sa being a strong champion overall, you can also follow her up with her E, not every champion can do that.
Sivir
Sivir is perfect for you whenever you want to engage together, movement speed bonus from her ultimate is amazing.
Kalista
Kalista's mobility works really well with Rakan just because when Kalista jumps up close to anyone, Rakan can just dash off her into a knock up which will give Kalista plenty of time to stack her spears.
Rakan's and Kalista's ultimate combo together is lethal and the best part is that you can choose where you want to land to make the best out of your CC-chain combo with Kalista ultimate!
Miss Fortune
Miss Fortune slow pairs well with Rakan's knock-up and MF's ultimate is really strong with Rakan's CC.
Yasuo
With Yasuo as ADC, Rakan will have a really easy time landing W because Yasuo can just set it up for Rakan by himself and all you've to do is follow him with your first E dash. Rakan's and Yasuo's all in post 6 can't be underestimated, it's a really strong combo.
Lucian
Rakan's CC can help Lucian bring out max damage out of his combos thanks to Lucian's passive. Lucian's dash can help you with engaging as well.
Twitch
Rakan's CC-chain can help out a lot to Twitch during his R cast, but you can't E into Twitch at all during the time he's cloaked in his Q just because this way you'll reveal his position to the enemy team.
