If you aren't too comfortable using Jarvan then i suggest you getting one of the more "defensive" spells. (ie.

Masteries... what can i say, I usually go 21/6/3 for Jarman as its a pretty good choice. The extra 6 armour and magic resist allows Jarman to withstand more punishment. Also, the extra 6 amour allows you to pick up a doran's blade allowing for more damage and not Jarman's "recommended" item of doran's shield. The 3 points in utility allow Jarman to generate mana and hp a bit faster so there's no need to get philosophers stone. I don't even know why people even choose to get philo stone as Jarvans first item (Philo could Killyo).
Second item I like to pick up is beserkers greaves. These allow Jarman to move faster and deal damage 25% faster. Thats pretty good when it's combined with Jarvan's flag bonus.
After greaves, comes Black Cleavers. This is very good item for Jarvan as it provides him with more attack speed as well as the decent amount of damage. The armour penetration is also amazing for Jarvan. This item allows Jarvan to cut down those tanks like malphite. As well as the armour pen from cleavers, Jarvan's Dragon Strike also cuts down armour. Combined with the armour pen runes, Jarvan is the ultimate anti-tank/carry/mage/EVERYTHING.
Zeals would be my 4th choice and this later builds into phantom dancers. Zeals is a good item for Jarvan as it gives him that much needed movement speed. Face it, Jarman is a industructable beast but he is slow as. Zeals also gives him crit and more attack speed which is excellent for this guy. If you don't like getting a pd for Jarvan, then i suggest getting a Trinity Force. Either way works as it gives Jarvan movement speed.
After picking up Zeals, I would pick up bloodthirsters. This item boosts Jarvans attacks and also gives him that lifesteal. Lifesteal works great with Jarvan. Lifesteal combined with critical strikes and Jarvans passive will shred the enemy easily while giving Jarvan hp.
By now, you should be around levels 17-18, this should be when you pick up wriggles latern. Why pick up wriggles latern you ask? It's probably the last item you would think to be getting late game and it is the last item you should get, well second last for Jarvan. This item is incredible as it allows Jarvan to ward baron with its active as well as letting Jarvan solo baron due to the life steal and well you know, its awesome passive. How to solo baron with Jarvan is explained later in this guide.
After getting all these items, and the game hasn't ended yet, then you should sell your Doran's blade and buy an Infinitiy Edge. This item is incredible for Jarvan as it provides him with even more attack damage, makes his crits hurt 250% more and gives him 25% more crit chance.

Okay, now comes the serious part of the guide. To get a kill as early as level 2, what you want to do is harrass your enemy as much as you can before the minions spawn. This can only be done on the top or bottom lane. To harrass, what you want to do is wait in the first brush on your side of the map. Then when the enemy walks into your brush, you immediately drop your flag on them and hit them. At this point, the enemy would do one of two things. Retreat back into their brush or attack you. If they retreat back into their brush, do not chase them, chances are the second guy is waiting in their brush for you. All you do, is just wait in your brush for them to come at you again or wait until the minions spawn and the game will begin. If they did not retreat and they attack you, what you want to do is retreat to the edge of your brush and attack them their. Chances are the second guy will appear in your brush and this is when you retreat back to your turret and go back to pool to heal up.
