At the end of the day, if you find that you personally have a more enjoyable experience vs one of them over the other, then feel free to ban the one you enjoy less :) Enjoyment comes first, and you'll learn any matchup over time so play what you end up enjoying most :)
From the Naut perspective, the lane is generally a matter of winning all-ins or risk getting out-traded over time since Nami heals. Before level 6, one nice option for Nami is saving Nami E for the Naut hook, because the speed boost from Nami passive + the fact that E doesn't interrupt movement is pretty powerful. Also, punishing Naut mistakes is massive because chunking him down over time makes it more difficult for the Naut to commit to all-ins while low on health. After level 6, it's generally best if Nami can stay out of Naut range entirely, instead protecting the allies he targets, and using Nami R on the rest of Naut's team (bonus if you get him in as well) so that he has no follow up seem like the best options (at least from the Naut perspective, a hardcore Nami one-trick might say differently)
1. E is on a short enough cooldown that in a standard fight you will get to cast E multiple times during the fight.
2. E is an AOE ability, so in mid-game teamfights your DPS will go up much more than Q max.
3. E slow also scales with level, which will further increase your ability to restrict enemy movement
4. Maxing Q also means that, if the Q misses, you'll be losing out on a lot of damage. Similarly, if you were to consider maxing W, the W auto-attack enhancing damage only happens if the shield still persists. E is almost guaranteed to hit if you manage to get close to your target (except for Flash and the like).
