My opinion
Irelia its playable in my opinion early is bad mid game its good and in late game you are monster.Its realy dificult champ to play you need to learn how to play good at him.

Runes
Its very importart rune for Irelia with your abilities you can fast tamp him and use as well you have fast basic atacks when you tamp a little bit your passive and its give you huge life steal.
its just very good runes and secure you from die when someone use ignite on you and you kill him you survive.
You just gain more attack speed
Deal more dmg when your enemy is low
You gain Lethality when you use your Q
You gain more life steal you have better clear on jungle becuse of this rune and you heal more when you fight with enemy
