Introduction
We take the Resolve route to generally increase our tankiness. For our keystone, we take grasp of undying. This will help with early trading and scale your health into late game. Then we take font of life to help assist with ganks and teamfights. By getting your W on them, you slow all enemy in your vicinity, thus allowing your allies to gain health back on those targets. Next we take Conditioning to overall increase our late game tankiness. You won't need the other two because we will be maxing w, and getting early tank items. And for our last rune in the Resolve tree we take Revitalize. This will increase your W shield strength and also your lockets shield strength, making you more impactful in team fights. However, if you are laning against harass heavy laner (teemo for example) getting Second Wind is also a good choice.
For the 2nd Rune Tree, we take Sorcery, get The Ultimate Hat and Transcendence, as cdr is important on Jarvan, having your ult and combo up frequent can greatly turn fights around.

Start Dorans Shield and pot by default as it will keep you in lane longer and soak up some early damage. The 2nd option would be Cloth Armor and 5 pots. If you take Cloth as starting item, it would be usually against a duelist like Jax or Yasuo, as rushing Ninja Tabi can greatly mitigate their damage. Next you should start building tiamat to help wave clear and duel, or if you are struggling, opt to buy brambles/bambi cinder or hex drinker. Next you should start to finish your Titanic Hydra and Black Cleaver, as these are Jarvan's core items. For your last items, you should be finishing parts of your items you built during laning phase and getting some resistances. Locket would be a good buy following that up with Gargoyles Stoneplate and Guardian Angel.
Focus on last hitting cs, as more gold equals more items. Using q to get the cs from afar is also safe if you are going to get harassed a lot for walking up. You can also use W to tank some damage for cs. And make sure you are not always constantly being pushed in because your roam potential is extremely strong.
If you can't trade with your laner, you should rush tiamat and try to instant clear the minions with q auto tiamat, and just roam to assist your jungler with a counter jungle or gank mid.
Be careful of doing E-Q combo for a trade on the laner, as this is your only way of escape excluding flash. Using W to slow down a gank and trying to dodge a key cc is also an important thought when avoiding a gank.
Finally keep an eye out on the map and use your teleport to its full potential, as Jarvan can easily turn fights in your team's favor.

This is around the 15-25 minute mark where often your tower or the enemy tower is taken. You should be grabbing the cs you can get and pushing out your lane. Afterwards you should be grouping with your team taking towers and securing key objectives like dragon and rift herald.
Setting up kills and getting picks with jarvan is extremely easy with his E-Q combo and his ult. If a pick goes out well, look to secure objectives.

E-Q flash combo
You can E-Q to a direction to get close to an enemy, right once your animation ends, flash on to them to knock them up.

Ulting an enemy and E-Q out of your ult without deactivating your ult. This is great if escaping from a gank, or leaving them for your team to focus while go after others.
