Runes, with yellows u can go mixed armor and life ones for sure.. it does help.. i just does not recomend going all the way with hp ones.. cuz u can get melted by some true damage adcs or poke lanes..
for blues i was using in Season 3 3 mana regen on him.. but 2 things happened to change.. new items and new meta made him need to had more late game defensive stats other than mana regen.. i tought about it and heard tsm and C9 acds talk about in the start of S4 when ezreal got a down on selections...
and about masteries.. its soemthing i do myself with adcs tha t can burst with ap and will get trinity force.. thats why only me here added Rabaddon to the situational item list.. first ur ap.. does help u do some more damage at poking.. wich is mainly how u lane as Ez.. with ur ap.. and trinity ap, u get easily 54 at lvl 18.. if the situation i said happens.. when ur temas is all ad.. and ur foes got huge armor (thornmails for example..) IT IS VIABLE.. and those extra ap.. help to add the ap amount.. leeting u with 226 ap.. having near 290 ad and that ap.. turns out the table in ur damage resources.. and well.. its something i do.. i dont think all ppl will like it.. btw.. it works better with M.pen boots build Corky..
And about the spells lvling.. believe it or not.. i have always heard this.. unless u r a solo laner.. it better have 3 spells.. than 2.. in the end.. u have to remember ur E is a scape/chase/ repositioning tool.. not a poke spell.. and of course u cant be poking with W.. but if a bot lane fight starts and u have the mana.. its better to have it when the other 2 items are in cd.. than just hit harder with E.. wich btw have a large cd on lane phase (even maxed is 11 secs).. i just want W to have it in case i need it and if jungler cames the 20% attack speed it gives at lvl 1 to allies it does help.. also it does help push turrets faster.. in lvl 13 u probably arent in lane anymore..

Now for you masteries, why in the world are you points in the ability power section, lol. I recommend putting 1 into warlord, filling the blade/spell weaving and one into frenzy. Your defensive section is perfectly fine though.
Your build is fine, but in the cheatsheet you should put in the situationals as that is needed. Also, for your spell ranking, have you tried leaving your w till level 13. I find this helps because it really doesn't do any damage and with being able to put extra points into your e, the cooldown lowers which is nice. Also, I feel like using it for poke is a complete noob trap because as I said before, it does like no damage but still costs a good amount of mana so you can go oom quickly.
