well for the whole summary on y this is a good build is basically the harass early game from rocket jumping in then the explosive shot, the reasoning on not getting rocket jump till the end is cause the minion farming and the just not needing the jump... when u use rapid fire and then all the crits u down them so fast, the only champion that i know of that u cannot harass is morgana with her shield it just absorbs all the dps from explosive shot but u can still kill her late game. veigar however, if he has deathfire thing he kills u to fast for u to do **** to him so dont feed him at all.Then we have the tower pushing ability u roughly hit 200s each hit and with the attack speed you down towers pretty damn fast, ask for your teammates to ward the jungle though. ***keep the doran's blade till you have the money to buy the second phantom dancer.
